Fleet Planner/Dispatcher

Department: Operations
Reports To: Operations Manager
Summary: Plans and dispatches loads to obtain optimum use of equipment, facilities, and personnel while observing and complying with Department of Transportation safety requirements by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Customer-Related Responsibilities
·Plans, preplans, and dispatches loads by optimally matching equipment, accessories, and Driver Representatives to meet Customer requirements.
·Meets or exceeds on-time pick up and delivery goals set by the Leadership Team.
·Coordinates split loads, trailer loads (TL) and less than trailer loads (LTL).
·Coordinates efforts with Customer Development Representatives to ensure correct information from the Customer including delivery times, pick up times, and any special requirements of the Customer.
·Verifies full loads to ensure maximum revenue and Customer satisfaction, as needed.
·Assists Customer Development, as needed, to improve, enhance, and expand the service company offers to Customers.
·Keeps the TMW system at 'real time.' [Very important]
·Informs Customer Service Representatives and the Operations Manager of problems with any and all loads.
·Maintains a strong team relationship with Customer Development Representatives and with all other Operations Team Members to ensure that Customer needs are met or exceeded.
·Ensures that the use of each piece of equipment, i.e. tractors, trailers, storage units, is maximized and producing revenue.

Driver Representative Responsibilities
·Preplans, dispatches, and supervises all Driver Representatives
·Coordinates Driver Representatives' time off, etc.
·Ensures that Driver Representatives follow the Driver Representative Handbook
·Disciplines Driver Representatives concerning non-safety issues (i.e. late deliveries)
·Informs Safety Director of safety issues concerning Driver Representative
·Works with Safety Director concerning empty trucks, etc
·Assists with Driver Representative training on TMW and Qualcomm systems.
·Works with the Driver Recruiter/Benefits Administrator to confirm correct Driver Representative compensation (correct dispatch, stops)
3.Coordinates and dispatches all product returns (usually casket) from pick up to delivery, and follows through to ensure that delivery was completed as directed.
·Assists the Driver Recruiter/Benefits Administrator in hiring new Driver Representatives.
Operations Responsibilities
·Informs Fleet Equipment Placement (FEP) where equipment needs to be positioned.
·Accepts or declines third party loads from FEP.
·Helps develop skills of the FEP.
·Prepares operations reports, as directed by the Operations Manager.
·Recommends the acquisition of new equipment to increase efficiency and services of operations department.
·Prepares requisitions for the purchase of equipment, accessories, and supplies in a timely fashion to meet the needs of Operations. Initiates the purchase after approval has been received.
·Is authorized to spend up to $1,000 for emergency repairs or loading equipment without previous authorization but with follow up documentation explaining the expenditure.
·Maintains all fleet maintenance records; reviews those records regularly; and schedules necessary maintenance in a timely way in order to keep fleet maintenance up-to-date.
·Ensures that all equipment (i.e. tractors, trailers, Quallcom, etc.) and accessories (i.e. blankets, straps, decking materials, etc.) are maintained in good working order.
·Plans, preplans, and dispatches loads in accordance with Operations objectives for deadhead, revenue per mile, number of miles per power unit, budget goals, preplanning goals, and any other measurements which may be determined by the Leadership Team.
·Assists with the creation of the operating budget and forecasts.
·Monitors costs and actively searches for cost saving opportunities.
·Maintains an accurate list of the location of all non-office company equipment, i.e. trailers and tractors, Qualcomm.
·Develops and implements an inventory control system for all accessories and supplies in order to minimize, or at the very least account for, lost or stolen items.
·Maintains Operations statistics including, timeliness of pick ups, timeliness of deliveries, damage occurrences, damage causes, etc.
·Ensures that every load is preplanned, planned, and dispatched within compliance with all safety regulations in order to ensure the safe operation of the entire fleet.
·Ensures that every load is preplanned, planned, and dispatched to ensure fair and equitable treatment of Driver Representatives.
·Enforces Driver Representative compliance with administrative policies, procedures, safety rules, and governmental regulations.
·Aids in investigations into causes of customer or shipper complaints and responds accordingly.
·Maintains good communication with all Driver Representatives. Uses up-to-date Qualcomm communication as much as possible to minimize telephone communication.
·Develops and implements appropriate strategies to reduce Driver Representative turnover.
·Aids in the preparation and updating of the Operations Manual.
·Fosters an environment of teamwork and cooperation within Operations. By example, demonstrates teamwork and cooperation throughout the company.
·Strives for continuous improvement in all aspects of company operations.
·Maintains a safe, clean, and orderly work place
·Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES Directly supervises over-the-road Driver Representatives.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ·The Fleet Manager must have and be willing to maintain the technological competency necessary to manage an over-the-road trucking fleet.
·Must be a team player, able to work successfully with interdependent teams

·Must be self-motivated, a 'self starter'
·Must possess the analytical and problem solving skills necessary to perform the job.
·Must be able to make decisions quickly under pressure
·Must be able to use the following software: Windows 3.1 or 95 Platform software, TMW–operations software, PCMiler–mileage and routing software, Qualcomm–communications software, Geo Plan-integration software, MS Word–processing software, Winfax–sofware postings, and DAT–load postings

EDUCATION and/or EXPERIENCE A high school diploma or equivalent experience. Previous experience as a truck driver is desirable. Previous experience as a dispatcher is required.

LANGUAGE SKILLS Strong verbal communication skills and good writing skills are required.

MATHEMATICAL SKILLS Average math skills are required.

REASONING ABILITY The Fleet Manager must have strong reasoning ability. He/she must be able to analyze problems, identify alternative solutions, select and implement the best alternative, and communicate the logic behind the decision to others.

CERTIFICATES, LICENSES, REGISTRATIONS None are required, an over-the-road driver's license is desirable.
